Paul said in Romans 13 that every government position was given by God, and that anybody who overthrows the government overthrows God Himself. How far should we take this? For example: the Chinese, North Koreans, and Russians are run by dictators. Should we let them be, since these positions were given by God? Well, God led the Israelites against those in The Bible whose kings were corrupt. Sometimes enough is enough, but there are also times when you have to pay your taxes and comply with the government.
So, that puts into perspective: Why does God give us bad kings and presidents sometimes? Well, it might be that the country needs to be whipped into shape. It might be that sometimes we need a common enemy. It might be because God's people haven't been behaving the way they should, and this is punishment. It also might be that the world is supposed to have its temporal nature, for good and bad people alike, so God doesn't intervene. Sometimes, we can only guess why we have such an incompetent president, or why certain laws are put in place that we think shouldn't be allowed, but The Lord works in mysterious ways, and sometimes, even though it's hard, we have to trust our rulers.
Another reason Paul says we should follow the government is because without it, people would do whatever they wanted, which would basically wipe out life on Earth as we know it in two hours. Even if the government sometimes really messes up and there's riots going on, at least nobody's parachuting into your kitchen and throwing grenades down your sink. Even though it's hard sometimes, appreciate your government. (No, I wasn't paid to say that.)
